Section 82(2)(a) of the Racing Act 2002 (Qld) (the Act), gives RQ the authority to licence clubs and venues that are suitable for the Thoroughbred, Harness, and Greyhound codes of racing. 

Licenced clubs are subject to the Club & Venue General Conditions relevant to the club’s TAB status.

National Police Certificates

It is a requirement of the Racing Act 2002 that ALL members of committees submit national police certificates ("NPCs") to Racing Queensland.

Please note the following NPC requirements:

  • Following the Club’s Annual General Meeting (AGM), an NPC for all newly appointed Committee Members must be provided to RQ by the 31 January key delivery date;
  • NPCs for newly appointed Committee Members provided to RQ must be current (i.e. issued within the last 12 months);
  • All Committee Members must provide a copy of an NPC to RQ that is less than 5 years old;
  • RQ may at any time, including on application, request a Committee Member to provide a current (issued within the last 12 months) NPC.

Betting Meetings

What is a Betting Meeting?

A Betting Meeting is a meeting held by a licensed club at a licensed venue at which betting is carried on but no race is held.

Under the Racing Act 2002 (Qld), a licensed club must not hold a Betting Meeting unless:

  1. The betting meeting is held at a licensed venue of the licensed club; and
  2. The control body (Racing Queensland) is managing the venue at the time (by definition, RQ has included the meeting in the racing calendar); and
  3. The commission (Queensland Racing Integrity Commission) is exercising control at the venue at the time.

Please note, patrons at betting meetings can only bet on Thoroughbred, Harness or Greyhound races conducted at other racecourses, or sporting contingencies declared by RQ.

Betting Meeting Applications

Applications will be considered as part of the racing calendar approval process for the forthcoming racing season.

In considering applications for betting meetings, RQ may in its discretion:

  • Request further information in relation to a club’s application to hold betting meetings;
  • Approve or reject a club’s application to hold betting meetings;
  • Restrict the number of betting meetings that may be held by a club; and
  • Impose requirements on a club in relation to the conduct of Betting Meetings.

Clubs must apply to RQ to hold a betting meeting by completing the betting meeting application on Race Cube.

Short Notice and Emergency Betting Meeting Applications

In the event that an allocated race meeting is cancelled, transferred or abandoned:

  1. Within 7 days of the date of the race meeting, the affected Club may apply to RQ to hold a betting meeting by submitting the RQ betting meeting application form on Race Cube; or
  2. On the morning of the race meeting, the affected Club may apply to RQ to hold a betting meeting by telephoning the Thoroughbred Racing Manager (07) 3869 9750 or A/H 0431 716 018, or Country Racing Manager 0410 633 217.

RQ may in its discretion approve the Club’s application to hold a betting meeting in these circumstances.

If you submit an application, RQ will process the application and notify you of the outcome of the application in due course.

Alternative Racing Events

What is an Alternative Racing Event?

An Alternative Racing Event is any event that is conducted on a racetrack at a venue that is licensed by Racing Queensland (RQ) for thoroughbred, harness or greyhound codes of racing.  For example, Arabian horse races and Camel races are Alternate Racing Events.

The following events are not Alternative Racing Events provided that the events are not conducted on, or may have a detrimental impact to the Club’s racetrack:

  1. birthday parties, weddings and functions;
  2. carnivals, festivals, displays and shows;
  3. community markets;
  4. exhibitions, competitions and social gatherings; and
  5. novelty events (for example, jumping castles),

Application process for Alternative Racing Events

RQ has developed this process to ensure that:

  1. Clubs’ facilities are preserved for race meetings for the thoroughbred, harness or greyhound codes of racing; and
  2. Clubs and RQ have appropriate insurance coverage for the Alternative Racing Event.

Clubs must apply to RQ to hold an Alternative Racing Event by completing the application form in Race Cube. This application should be submitted at least 90 days prior to the scheduled date of your event.

Insurance coverage for Alternative Racing Events

The public liability insurance arranged by RQ on behalf of RQ and clubs may not cover the Alternative Racing Event. RQ will make enquiries with its insurer in this regard. 

If the public liability insurance does not cover the Alternative Racing Event, the Club must take out additional public liability insurance in respect of the Club’s venue and the Alternative Racing Event which;

  1. has a limit of indemnity of not less than $20,000,000 per occurrence and unlimited in the aggregate;
  2. provides a notation that confirms an indemnity for the Club for claims arising from participation in equine activities; and
  3. that provides a principal’s indemnity or interested party notation that names the Club and “the Racing Queensland Board (trading as Racing Queensland)”.

Did you know making a donation may require rq approval?

It is a Racing Act (2002) requirement that clubs wishing to make a charitable donation seek approval from RQ (Control Body) prior to making such payments.

For the purpose of administering this requirement, clubs wishing to make donations over $5,000 for the benefit of any single entity in a financial year must seek prior written approval from RQ.

Applications should be made via Race Cube. RQ will process the application and notify you of the outcome.
